It has been revealed that a plan to promote Mogadouro in the Bragança district to the status of city was "unanimously" accepted by the Mogadouro Municipal Council. As the social-democratic mayor emphasised, "The town of Mogadouro is equipped with all the necessary infrastructure and equipment provided for by law, which enables it to receive the title of city”.

According to the mayor António Pimentel, “This proposal is in accordance with the law in force [Law No. 24/2024 of February 20], and Mogadouro is aware that it has the necessary equipment and administrative conditions to be able to apply for the city category”. The Assembly of the Republic (AR) rules that towns with more than 9,000 voters, in a continuous population cluster, and which correspond to centres of intense urbanisation may be elevated to the category of city, in accordance with the Framework Law for the attribution of the categories of town or city to settlements.

Additionally, at least two-thirds of the following institutions or group facilities must exist: hospital services with emergency services or ongoing in-person care; fire brigade; social responses, specifically for the elderly, children, and people with disabilities; and public services of central or local administration provided in person to the population on a permanent basis. Moreover, there are also prerequisites in the sphere of education, including the presence of nurseries or preschool education facilities, secondary education facilities, or higher education facilities.
