The meeting aims to define Europe's social agenda for the next decade. Two heads of government – Germany’s Angela Merkel and the Netherlands’ Mark Rutte - cancelled the trip to Portugal due to the pandemic situation in their own countries, along a third, Malta’s Robert Abela, who is in quarantine. The presidents of the European Parliament, European Council, and the European Commission, among others, will also be in Porto for the day-long event.
