IPMA also placed 16 councils in the districts of Faro, Beja, Santarém, Castelo Branco and Portalegre at very high risk of fire.
This risk, determined by the IPMA, has five levels, ranging from reduced to maximum.
Calculations are obtained from air temperature, relative humidity, wind speed and amount of precipitation in the last 24 hours.
The IPMA forecasts for today on the mainland generally light cloudy skies and a small rise in the minimum temperature.
The forecast also points to a light to moderate wind from the eastern quadrant, blowing temporarily from northwest on the western coastal strip during the afternoon, being moderate to strong in the highlands until late morning and from late afternoon.
The minimum temperatures will fluctuate between 8 degrees Celsius (in Guarda) and 20 (in Portalegre) and the maximum between 20 (in Guarda) and 32 (in Setúbal).
