The recruitment of foreign doctors for the National Health Service (SNS) is already underway, with the Central Administration of the Health System (ACSS) wanting to attract Brazilian doctors to work in health centers in regions with the greatest shortage of family doctors. For this, it offers a gross salary of 2,863 euros per month (plus six euros per day of meal subsidy), according to a report by Público.
The objective of the Ministry of Health is to recruit doctors for primary health care, offering them three-year contracts in health centers in the regions of Lisbon and Vale do Tejo, Alentejo and Algarve. The workload is 40 hours a week (“with the possibility of concentrating the work week into four days”), with the right to 22 working days of vacation.

Are they trying to tempt new doctors here with a higher wage or is this the going rate?

As a matter of interest the basic starting salary for a NHS GP at £65,070 is almost exactly double that being offered to these Brazilian doctors.
