The operations aimed to prevent and combat violent crime, alongside road inspections.

Why stop at personal behavior what about the establishment serving these people?
Start by closing the two bars on the top of the strip.
This will eliminate most of the drunks and a good portion of the noise.
If the establishments cannot operate without damaging the quality of life in the community, then close them up.
At least impose fines as they keep serving well after the point of patron being drunk.

All these new rules government talks about mean nothing.
If the ones in place are not enforced, why will new rules make a difference.
