Portugal will only solve the housing problem when it recovers a minimum production of around 70,000 homes per year, compared to the current 20,000 homes. The alert is given by the consultancy Agenda Urbana (AU), which considers, therefore, that it is necessary to triple the number of units under construction by 2029, to meet the existing demand.

The company welcomes, in a statement, some of the measures contained in the State Budget for 2025 (OE2025), which foresees, for example, an investment of 4.2 billion euros for the completion of 60 thousand dwellings in 2025 – including new and rehabilitated –, “corresponding to half of the currently existing public park”.

Quoted in the note, Álvaro Santos, CEO of AU, says that Portugal “needs to triple the number of dwellings in five years to meet needs, particularly boosting the private and cooperative sector. According to him, the Government cannot, alone, produce enough houses to meet needs, requiring the participation of the private and cooperative sectors.

The company also emphasizes that the Government's investment in housing is very welcome, being the largest ever in the last 50 years. However, it is still too short to solve the housing problem. “We are naturally talking about a lot of money, but the impact will still be small for such a structural problem for the country”, warns Álvaro Santos.
