The municipal programme, established in February 2015, allows for the distribution of funding to designated institutions for interventions in fields of architecture and restoration, economy and culture.


Carlos Moedas, Mayor of Lisbon, addressed the city’s 2025 municipal budget during a joint hearing of the 1st and 2nd committees of the Lisbon Municipal Assembly. The proposed budget, valued at €1.359 million, is the final one of the PSD/CDS-PP administration’s current term (2021-2025) and coincides with upcoming local elections.

During the three-hour hearing, Joana Oliveira Costa responded to inquiries about the “Lojas com História” programme, aimed at preserving historic shops, and the reasons behind the closure of some stores not included in the initiative. She noted that closures often occur when the store owners fail to secure successors, forcing them to shut down their businesses.

The budget proposal comes under a PSD/CDS-PP leadership led by Moedas, who governs without an absolute majority. If approved, the budget will mark the fourth consecutive year of abstention by the PS, while other opposition parties – PCP, BE, Livre, and Cidadãos Por Lisboa – have consistently voted against the administration’s financial plans.

The proposed budget reflects the administration’s priorities as Lisbon prepares for a critical election year, with debates focusing on maintaining the city’s cultural heritage and addressing urban economic challenges.
