Expresso newspaper has revealed that the insurance regulatory body, led by Margarida Corrêa de Aguiar, has argued that it becomes mandatory to have insurance for seismic risk, something that already happens in Spain or France, and warns of the importance of complying with seismic legislation in the construction of buildings.
In the proposal in question, “various scenarios were outlined for different levels of severity: reduced, medium and severe risk”, said the president of the ASF, quoted by the weekly, highlighting that, so that “the risk has the lowest possible materialisation in terms of damage”, prevention is “fundamental”. Therefore, in the same way, that energy certification exists, “there should be seismic certification”, which would also make it possible to identify the risk and, thus, adapt the price of home insurance, maintains Margarida Corrêa de Aguiar.
On the other hand, the ASF wants the proposal for the creation of the seismic fund to presuppose not only coverage of risks for homes but also the commerce and industry sectors. But this is a “political decision”, points out the president of the insurance regulator, warning that “a severe seismic event has a high potential for destroying the economy“, and could “affect the country's financial stability”. In this scenario, the banking sector plays an “important role” in promoting the subscription of insurance that, in addition to fire and multi-risk risks, also covers seismic risk.
