Portugal is among the smallest spenders when it comes to measures implemented to combat the Covid-19 pandemic. According to research published by the European Central Bank, Portugal has invested 3 percent of its GDP in fighting the coronavirus, which is only surpassed by Finland and Spain. In terms of economic measures, such as the moratorium on loans and mortgages, Portugal moves up towards the middle of the table among European nations.
Whats to spend? When you shut everything down, when you prohibit your citizens from moving from one municipality to another, when restaurants, schools are closed, when people are prisoners in their own homes, why spend money on trying to mitigate the virus? By doing that you would speed up the process of getting life back to normal. That sounds too easy.
