Do you think that only inhatitants consume water.
Or maybe the tourists also !!
So to divide the total consumtpion with naumber of inhabitans is wrong.

That's a lot of showers. Still, I wonder if the many golfcourses and the avocado and other plantations are skewing the numbers.

The capacity of a typical bathtub is 0.160 cubic meters.
How is it possible to consume 138000 cubic meters of water at home in a year?
Average water consumption per person, per year should be around 45 to 50 cubic meters.

The 138,000 figure is plainly wrong and whoever wrote the article doesn't understand numbers.
My guess is that it's 138 m3 per person per year, which is close to our consumption for 3 persons, pool and some irrigation.
