The postal company have already been forced to increase its storage capacity, resorting to other warehouses to store these orders, explained the weekly newspaper.
A combination of an increase in online sales due to the pandemic, alongside new VAT rules, appear to have exacerbated delays in the delivery of packages across Portugal in regard to orders from third countries.
Official information is not precise regarding the exact number of packages held in CTT’s warehouses. The only information released confirms that 450,000 orders arrived from outside the EU between 1 July and 21 September - a number that Expresso considers to be far removed from the actual number of orders awaiting shipment.
CTT attributes the delays to the new VAT rules and to the increase in the number of online purchases during the pandemic. Additionally, CTT told to The Portugal News that sellers of goods from outside the EU also take responsibility, claiming that these private entities have to adapt their management to the new VAT rules. “CTT’s current customs process is based on prior notice information from the company that sells the goods outside European Union”, which means that a proof of payment of VAT must be provided from the seller to the postal operator of destination - in this case CTT - by an electronic message complying with a specific protocol.
Since 1 July 2021, the day when the new directive that amends the VAT regime came into force, all goods imported from outside the EU are subjected to VAT (IVA).

Postal services in Portugal don't even deliver regular mail in a timely fashion. As with other services, nothing really works unless one pays a lot of money on the side. Very corrupt and inefficient services which are becoming worse. Shame on such bad services!

Without a reliable postal service you are in a third world country situation which will all but guarantee the total destruction of your business.
Many parcels simply vanish.
The tracking system is beyond a joke.

Not really CTT's fault. The EU introduced new VAT laws with the intention of making it difficult for other countries to sell by mail order to EU residents. Vendors in other countries can't reasonably be expected to read all legislation introduced in every one of the world's 191 countries every month. In the past, all countries had a procedure for charging any customs tax to the recipient for items mailed from abroad.

One of these packages (containing a book) arrived in Lisbon on 20 July but it was only last week that I received a noticification from the alfandaga that it needed more information before effecting clearance and delivery. But on entering the given code in the enquiry form I was told that the package could not be traced. As the e-mail was sent from "no reply", I have instructed CTT to return the package (intended as a birthday gift) to the LRB in London.

They have so many because they are charging clients ridiculous money to release the goods sent from different countries. That total will only increase.

I'm still missing parcels from Christmas and February. I've had 2 parcels returned to sender for not paying VAT but received the notice after the deadline. It's been so frustrating.

This'll be interesting. Having read the various prophesies, I decided to test the system. I ordered a 2nd-hand book a couple of weeks ago from the UK. (their advised delivery time was THIS week). The idea was to test the system -the book was valued at less than £1, all in delivery price c. a fiver- rather than risk e.g. a new pair of glasses at 2 or 3 hundred. But wait, also to challenge another couple of points. No1: the book IS used, so should VAT/IVA be levelled at all? 2: We hail originally from Northern Ireland. Under our extraordinary Protocol, had I asked our son -who remains resident there- would the parcel have been treated as an (I presume EU) INTERNAL delivery? & 3. For those pesky prescription glasses (probably 4 or 5 hundred Euro savings) I am confident hour same son could and would happily receive at HIS home, drive to his nearest RoI post office, about 40 miles, and mail from there. Job done; isn't the EU a wonderful and soo accommodating organisation. I for one will really mourn its passing.

In fairness its not just CTT. Other carriers are having problems. We have had two packages from the USA disappear with UPS and one from the UK with Fedex

I am an English Resident living in the Algarve and have had a parcel sent to me from a friend in UK for my Birthday which is stuck in the Customs. I tried to get it released via the CTT site but couldn't access it correctly. I then tried emailing them and both my emails were blocked. I have also tried various phone numbers to contact them but no answer. I am disgusted with this service and wonder what they are doing with all these parcels they are accumulating! This needs serious investigation.

CTT is one of the few services that has stagnated as Portugal has embraced the digital age. They were utterly useless when I arrived here 20 years ago and I have been unable to detect any major shifts since then. Have lost count of packages and gifts that never arrived. Vergonha.

awaiting delivery of a second hand object of no commercial value sent from the USA over a month ago. Tracking shows that it is in Lisbon and has been there for over 4 weeks. There is no tax to pay and it is not an on-line purchase it is a small momentum from a friend. This postal service is a disgrace

I’ve witnessed first hand and vicariously (through both Portuguese-born and non-Portuguese friends) just how bad the postage is here. It’s not just parcels from the UK that disappear into the ethers but from many other EU countries also. However you, automatically and immediately choose to jump on the old war-time ‘Yankee Go Home’ (for Yankee, read UK!). Change the record as it only highlights your ignorance and complete lack of empathy. I feel sorry for you and the sad individual you display as ????

The service of CTT is just awful. Seven weeks to deliver an important signed for letter from the UK is not acceptable. I no longer buy anything online whatsoever as the chances are anything I buy this way will not be delivered. It is also not the duty of any overseas company to try and fit in with Portuguese/EU stupidity.

This problem is ongoing. The Portuguese Alfandaga is to blame for all the confusion. It is still running on pre-revolution policies, whereas the rest of the country has moved into the 21st century, and embraced the digital age. From birthday to Christmas presents, sent from the US to Portugal, and demands that my daughter and granddaughter pay hefty duty on their own gifts, and me even demanding their return to the US after months of being held hostage in customs, I no longer send anything to my family from the US. It's a waste of time, money and energy. Instead, I order from other EU member countries, or stores within Portugal. It's sad, really, and a testament to the fact that while a country may evolve past its own historical limitations it can't always escape them.

My mother sent me a small memento of no commercial value from the uk on June 26th. It reached Lisbon June 28th. Due to slowness it got stuck in lis until after vat started. It remained there for 3 months. I received an email from ctt saying they has emailed me a letter asking for vat. I never received it. Next I received an email saying it had been sent back because the sender should have provided them with details BEFORE sending. Its not only parcels which are stuck. I am waiting for bank letters and other letters.

I completely understand that the CTT warehouse is loaded with packages. It´s always the same. Order by Amazon and delivery by CTT Express. Already 5 times no delivery at the estimated day / time. Also October 8 delivery expected. Stay the whole day at home. No delivery. At CTT track & trace ; Addressee did not answer. Complete lie. Tried to phone the Guia office numerous times 289560650 no answer. Received e-mail from CTT at 15.43 hrs delivery at 19.00 hrs today. No delivery.

I have lived in Portugal for just over 3 years and I never seen such an incompetent postal service. During the first year I lived here I was still receiving Christmas cards from England in June, some of them didn’t show up at all. I wanted to send my grandson a birthday card and was told by the postal servic3 that even sending it registered they could not guarantee delivery within a month and the only way to get it there within a month was to send it by express service which would cost €40 for a card. Ridiculous.

Like most of the other correspondents above , I have lost the only parcel that I was expecting from a UK supplier . The ctt in Lisbon were not prepared to deliver it , although I had paid the postage at source for a recorded and tracked delivery .May I suggest that , instead of wasting time complaining , blaming , or abusing each other , we look for other solutions ? I received a parcel from Poland this week , undamaged and in record time , and another from France , using couriers .

Unbelievable dire system, unreliable, process and lack of any reliable information. Large letter posted from UK 29 September still stuck (it seems) in Lisbon. It been bad for years but this is just crazy, frustrating. Won't use again so CTT/Royal mail…more lost business. If you can't rely on letters getting through. Grrrrrr.

This is outrageous, the CTT should stop other countries from sending packages as they are unable to do their job. I sent a small screw to fix my friends watch, that cost $15.00 to ship, small as can be, and 4 months later, after being held in customs for 4 months, it was returned.
My eldest niece, just had a baby in September, i made up a package with some baby gifts, paid $68.00 to ship, and just found out that it too is being sent back! What is going on??? If there are taxes that need to be paid, by either the sender or the recipient, than charge the taxes... inform the parties that money is owed, but to send it back is just a slap in the face! I am so mad... Burocrocy at its best has always been alive and well in Portugal, but now it is thriving even more!

I've sent 2 children's christmas presents to Portuguese friends a small parcel under 2kg with royal mail my portuguese friends have been informed they need to pay 76 euros to release the parcel from cTt in Lisbon!!! Shocking ...this is a domestic non mail order non business parcel with a value less than 50£ . They cannot afford this and why should they pay this ..for what ???? So it's being returned to me... at a cost to who ? Ridiculous situation I've paid royal mail for delivery why should there be any more charge for a gift to two children ? Disgraceful service by CTT.

And it continues...the CTT in association with the Customs not always delivers (outside EU) postal items to customers. The CTT is not capable of properly conducting international postal deliveries. Items continue often get "Lost". Where do they end up? They are not always "returned to sender". Time for an internal investigation. We are still waiting for our gift of Green tea from Indonesia. We've done the paper work. They called for more information, but we cannot access the relevant website section. The CTT assesses gifts "including international postage"! why should the customer be taxed on gifts and postal costs? I am taking this as high up as possible. I spend far too much time just trying to have an international item delivered. There are always delays, and those charges are complete unfair. I have already sent 4 emails to the CTT...there has been no reply. Made two telephone calls with no action being taken by the CTT staf member who answered the call. Had to wait up to 29 minutes for an answer, the customer pays extra for the call time. Sent a message to the CTT Facebook which was answered "by a computer"! from Stephen Fleay (former BBC Correspodent....I love Portugal....but the CTT, not best to put into those words in my mind.)

its a disaster. I get mail from all over europe. 8 out of 12 never arrives. I dont recommend living in portugal for foreigners. spain is much better.
