The Council of Ministers announced on 3 February, in a statement, that ends the requirement, for those entering Portugal, "to present proof of a negative test result for those who present Covid-19 digital certificate of the EU in any of its forms or other proof of vaccination that has been recognised.
Since 1 December, 2021, all passengers arriving in Portugal by air were required to present negative test or certificate of vaccination or recovery on disembarkation.
The end of the negative test requirement, which also applies at land borders for citizens coming from countries considered to be at risk red or dark red, is integrated in the resolution amending the measures applicable under the Covid-19 pandemic approved by the Government.
According to the Council of Ministers, this resolution introduces "adjustments regarding proof of vaccination to be presented for access to certain sites, in accordance with the changes introduced in the decree-law on the digital certificate Covid-19", in which the rapid antigen tests now have a validity of 24 hours.
"These adjustments concern access to tourist or local accommodation establishments, restaurants or similar establishments, gambling establishments, casinos, bingo or similar, events, access to gyms and fitness centres," the statement said.
Access to these places is subject to the presentation of a digital certificate in the modality of a negative test or of a complete vaccination scheme.
Regarding vaccination, the Covid-19 digital certificate will now certify the completion of the primary vaccination series more than 14 days and less than 270 days since the last dose, with a vaccine, or the booster dose.

Visit Portugal's website (updated 3rd Feb) says: "Mandatory negative test for all flights arriving in Portugal, even for those who have a digital vaccination certificate, regardless of the point of origin of the flight or the passenger's nationality" This contradicts your article does it not? Can someone in authority confirm the requirement for passengers arriving in Lisboa from UK. Is a pre departure test needed?

Hi I’m a UK citizen residing in South Africa , I have three Pfizer vaccinations plus I have had omicron covid within past three months. Why is the vaccination I received in South Africa good enough for UK but not for Portugal. I used VeriFLY to upload and create easy digital version to fly BA yet I would have to quarantine for 14 days in Portugal. I have a holiday booked for May for u a from here plus family from Uk. Any idea when Portugal will accept either my certificate or even a PCR test plus my vaccination so that I can join my family on our regular Portugal get together? Such a shame rationality seems to have gone out the window.

2022-02-10 update:
My upcoming DC to Lisbon flight on 5-26-2022 covid vaccination certificate requirement language on United phone app now shows:
“A negative COVID-19 test is not required from passengers who hold a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 and at most 270 days before arrival unless also holding a booster dose.
Travelers vaccinated in the US will need to show their original CDC card, immunization record, or digital confirmation with QR code”
This seems to affirm that Portugal IS now accepting the CDC card as “other proof of vaccination that has been recognised”?

2022-02-19 Traveldoc states:
*Passengers who do not hold a negative test result will be fined between €300 and €800.
This does not apply to:
Passengers who hold a vaccination certificate proving that they have been fully vaccinated against Covid-19 with an EU approved Covid-19 vaccine at least 14 days and no more than 270 days prior to departure, or have received a booster dose at least 14 days prior to departure;*
No definition of vaccination certificate.
