These two measures were announced by the Government in the
packageto offset the impact of rising prices and the cost of living. Notícias
ao Minuto have put together some key points about the payment.
1. When are the payments
being made?
The support will be paid by bank transfer from October 20,
that is, from this Thursday.
"In order to simplify and speed up the operation of
this support, it was determined that the respective attribution does not
require any adhesion on the part of the citizens, being automatic", said
the Ministry of Finance.
2. Who receives the payment?
The extraordinary income support is "given to residents
with a gross income of up to €2,700 gross per month (€37,800 per year),
equivalent to twice the average monthly income in Portugal.
"Exceptional income support is €125 per adult holder
and €50 per dependent up to 24 years of age (inclusive), or without age limit
in the case of dependents due to disability".
3. Who will pay the
support?
Did you file the 2021
IRS? You will receive your payment through the AT.
According to the ordinance that regulates the measure, the
payment of support is made through one of the following means:
The International Bank Account Number (IBAN) that appears in
the AT register;
From the IBAN confirmed when submitting the income statement
referred to in paragraph 1 of article 57 of the IRS Code for the year 2021,
regardless of the respective holder.
Do you receive social
benefits? Payment will be made by Social Security
Beneficiaries of social benefits will receive payment from
Social Security. "The payment of extraordinary support under the terms of
this article is made from October 20, 2022 by bank transfer through the IBAN
that appears in the social security information system", reads the order.
4. What happens if
you don’t receive the money?
If the payment is made by the AT, explained the Ministry of
Finance, "in case of impossibility of payment due to insufficient
information or invalidity of the IBAN, the entities will repeat the transfers
monthly for half a year". In this way, explains the guardianship,
"beneficiaries will be able to update the IBAN on the Finance Portal
during the next six months".
In case the payment is made by Social Security - for those
who are beneficiaries of social benefits - "if it is not possible to pay
the extraordinary support due to insufficient information or invalidity of the
IBAN, under the terms of the previous number, the payment is made by postal
order".
Is this payment for Portuguese citizens only or does it also include foreigners who have residency and provide a tax return to the IRS and are below the income threshold?

It is an extraordinary measure to alleviate people from inflation but the Portuguese deserve it since the public safe box has never been so full, with surpluses in every sector. Social Security for instance is not paying what people need and legitimately demand on legal basis. There's as usual much social negligence in Portugal.

They force people who are originally non-European to go to Spain for paper renewals (so poor ppl get the extra expense), even if they have lived here for over a decade, even if they paid taxes while working and have had children here. So my guess is they don´t get anything. Only rich ex-pats and supercilious Europeans get slack cut around here; can´t you tell? Lol
