Among the council's recommendations was an appeal "to
everyone who can" not to "enter the city in order to mitigate any
constraints".
Civil Protection agents, different operational services of
the municipality, and parish councils, "continue to be ready for a quick
and efficient response in the city".

When I looked around, it seemed as you (Hart) described. Then it occurred to me that people who come to work everyday to Lisbon from “Margem Sul” rely on Tagus river boats to come into town. And with 5 metre waves, these recommendations make a lot more sense.
