Since November 2020, a decision by the Mobility and
Transport Institute (IMT) has been in force, published in Diário da República,
which states that a dirty car that prevents proper inspection by the
responsible examiners may fail.
"Whenever the cleaning conditions affect the
observations during the inspection, the vehicle must be rejected and the
inspector must describe in the inspection form the failure to carry out the
tests and verifications corresponding to the inspection because there are no
clean conditions".
In addition, it should be noted that "lack of
cleanliness or conservation of elements inside or outside" is considered a
type 2 deficiency, which causes the failure of a vehicle.
A dirty car should never pass inspection.

This is funny, the car must be clean but the engine can continue to pump out black smoke and dirty deisel!
