According to the Lisbon City Council, along the riverside area and Avenida 24 de Julho, between Avenida Infante Santo and Avenida Mouzinho de Albuquerque, general traffic will be prohibited, in both directions, and access will only be possible for residents and workers.

In the Baixa area, vehicles weighing more than 3.5 tonnes may only circulate at night, between 8pm and 8am, including vehicles supplying the area's trade, with the exception of public transport vehicles, like the Carris buses.

According to the councillor responsible for mobility in the Lisbon Chamber, Anacoreta Correia, the “plan is dynamic” and does not, for the time being, have an end in sight and will change as the works progress.

However, some rules, such as the limitation to vehicles with more than 3.5 tonnes during the day, should continue after the end of the works.

In order to divert traffic from restricted areas, the Council suggests, as an alternative, that a “5th Ring Road” be used for crossing, a route that starts from Alcântara - Avenida Infante Santo – Estrela - Avenida Álvares Cabral – Rato – Rua Alexandre Herculano - Conde Redondo - Avenida Almirante Reis - Praça do Chile - Rua Morais Soares - Praça Paiva Couceiro - Avenida Mouzinho de Albuquerque - Parque das Nações.

Among the works that will cause the constraints are the expansion of the Lisbon metro, the implementation of the Drainage Plan, to avoid flooding in the capital, the rehabilitation of the sanitation network and the repaving of roads.
