The desalination plant would supply the Perímetro de Rega do Mira, with a capacity for 25 million cubic meters of water/year, in an investment of €200 million.

That's very nice; at the moment, irrigation water from the mira basin (Santa Clara reservoir) is sold to farmers at 5 cents per ton. At 10 cents, farming will be unprofitable.
Desalinated water costs around 1 euro per ton.
Who will pay the 95 cents?
Of course households can afford 1 euro, because they only use a few tons per month; so we could sell the desalinated water for domestic use, and divert all the natural water for agriculture at 5 cents, so that fruit and flower exports don't suffer.
