Portugal has started consultations with other EU countries to find common ground for a new policy on migration, which has caused humanitarian crises and deep political divisions in the bloc over how to respond. Portugal, which holds the EU’s rotating presidency for the first half of this year, will be having talks with other southern European countries which have taken in large numbers of migrants, as well as to authorities in central and eastern European countries where migrants have often been made to feel unwelcome.
I think you mean immigration. A migration policy from the rest of the world world be a tall order, don't you think?

Actually, migration is the correct term to use here. The EU policy on migration specifically deals with the movement of people across borders or regions (refugees or migrants who are entering the EU without using official immigration channels to obtain work/residence permits).
Immigration refers to official relocation to a country.
