The Portuguese executive's statement was made by the Minister of State and Foreign Affairs, Augusto Santos Silva, when questioned by the media about the attribution of Portuguese nationality to the multi-millionaire Russian businessman Roman Abramovich, and the consequent criticism of the process and accusations against Portugal made by Russian opponent Alexei Navalny, who is currently detained in Russia.
“I read the criticism directed at Portugal, which seems to me to be a deeply unfair criticism: the idea that Portuguese officials carry suitcases of money is insulting and has no foundation. And when we make unfounded criticisms, these criticisms have no relevance,” said the Minister of Foreign Affairs.
The Russian oligarch who owns Chelsea football club was naturalised this year under the Nationality Law as a descendant of Sephardic Jews, like “thousands of people” in a similar situation, explained Santos Silva, during the press conference.
“Since 2014, with the approval of the law in the Assembly of the Republic that allows the granting of Portuguese nationality to descendants of Sephardic Jews expelled from Portugal in the 15th century, thousands of people have used this faculty that Parliament gave them to acquire Portuguese nationality”, said the head of Portuguese diplomacy.
Santos Silva guaranteed that these processes for granting nationality "follow the usual scrutiny that is under the law", that "the Ministry of Foreign Affairs does not interfere" and that "Portuguese diplomacy does not deal with matters relating to private individuals".
Público newspaper recently released criticisms made this month by Alexei Navalny, recognised as the main political opponent of Russian President Vladimir Putin, of Portugal's decision to grant naturalisation to Abramovich.
“Finally he managed to find a country where he can pay some bribes and make some semi-official and official payments to end up in the European Union (EU) and NATO,” wrote Navalny on his Twitter page.

It's taken more than a year for my son to even get the process started for Portuguese citizenship despite being educated here but obviously it's easier for some people than others!

I do not understand why some people are moaning about this. Abramovich just applied under existing Portuguese legislation - the 2014, Act of Parliament that allows the granting of Portuguese nationality to descendants of Sephardic Jews expelled from Portugal in the 15th century. There were no bribes, so the comment 'money talks' has no credence. The comment complaining that it is taking a long time for his son is not relevant unless the writer is the descendent of a Sephardic Jew who was expelled from Portugal. Maybe some people just like to moan.

People are very quick to criticize when any government makes a decision without knowing the background if the story. I totally agree with the government granting Abramovich nationality . It’s the right thing to do! I live in Canada and I am a public servant. Our government does all the time. Some people agree others don’t but life has to go on! Nothing gets accomplished with negative criticism! Just saying……

For many of the critics this is controversial not because Roman Abramovich is a Lithuanian, Israeli, and Portuguese billionaire and businessman. He is controversial because this Shephardic Jew is also a Russian citizen! Ah! The hypocrisy flies so high!

The Wikipedia biography of Mr.Abramovich´s rise from rags to riches fairly summarises his achievements in an era of chaos in the former Soviet Union and his involvement in all manner of criminal activity ranging from extorsion to murder. His enormous dollar/crypto wealth enables him to range across the world, using his armoured yacht and private jet, to reside in his many mega properties. So, if he was desirous of adding a Portuguese passport to his Russian, Lithuanian and Israeli, why did he not buy his citizenship with an application for a golden visa ? Could it be connected to the delays and refusals encountered in his applications to renew his visas in the USA, UK , Switzerland and several other havens for oligarchs. His claim to be a descendant of the small number of Portuguese Sephardim who were expelled (with Muslims) by an edict of king Manuel I made in December 1496 is considered controversial and tenuous both because it was supported by the Rabbinical authority of the Jewish community in Porto following his substantial philanthropy to their charities and because Russian Jews are thought to be of Ashkenazi / Khazari descent.
