In a statement, the Commission says that Portugal - as well as Denmark and France - failed to adopt measures to promote energy efficiency, which should have been transposed by October 25, 2020.
The European legislation in question also sets a binding EU energy efficiency target of at least 32.5% by 2030.
Energy efficiency also correlate with scope 3 emissions and power factor correction which required to be studied at all levels such as generation, transmission and consumption. Now -a-days software's are available to study, design and implementation of the correction measures and task can be done in months instead of years.

The EDP are not helping, the solar panels they sell you are for them to collect free electricity from your panels to sell to other folks,not like other countries who pay you for what goes to grid.
