“Inclusive education is a structural reform of education”,
said Minister João Costa, in a session to present the results of the Monitoring
System for the Implementation of the Legal Regime for Inclusive Education in
Portugal, referring that this reform “goes through the design of a school that
does not serve the fallacious discourse of meritocracy, but designs a school
for a very clear mission of taking each one further, not of an elite that
already has everything for success”.
The minister noted that the path towards building an
increasingly inclusive school did not begin with the current legislative
framework, “but several decades ago”, when Portugal adhered to the Salamanca
declaration of 1994.
The Salamanca Declaration is a United Nations resolution on
special education that sets out standard procedures for equalising opportunities
for persons with disabilities.
The Government realised that it was “in a position to go
further and take another step”, moving from an “integrative to an inclusive
perspective”, he said.
João Costa said that this new vision began to be designed in
2016 and included the work of “schools that already made a difference, because
they did not see diversity as a problem but as an asset or as a mission”. In
2018, the decree-law was approved with the new rules for inclusive education.
According to João Costa, with this change, all “students
have a place in the classroom”, with the curriculum being the main instrument
for inclusion: “Each of us has the capacity to learn. None of us has the right
to say that some of us don't learn,” he defended.
More hot, pointless air from that communist prime minister. Portugal is NOT an inclusive society and needs a serious overhaul of its institutions and the implementation of an up-dated vision for 21st century. But as all else in Portugal, that is merely wishful thinking.

Well K from the other side the only thing you can do is complain and complain if you not happy move back to the UK .In relation to this I have a child with Autism that before was in the UK and wasn't learning absolute nothing and neither despite was in inclusive education was used was cash person for the supposed UK school that did segregate this children's in a single glass without any possibility of interaction with normal children in another class . And was the supposed education was very fragmented without any home work because they did think that this type of children can't do anything . More for your information since I been living were 20118 and until know it was the best thing I did do to my teenager son he was inclusive education and goes to a normal class and is learning more than in UK and is more independent and more prepared for live independent . Were in Portugal if you don't know must of this children the government try to give them the children that can cope more inclusive education the and I agree with that not segregation like in UK were they don't prepare them for live . Don't talk about things that you don't have the slice idea .

The '' inclusive education '' for children with disabilities in Portugal it been reconciled by the EU excellent and I can speech for me that my teenager son been in a normal class in Portugal since 2018 until now passing to year 10 with full support of the disability program I can't complain . The only thing I can do is be very grateful that is learning and getting more acknowledgement to live like more like a normal child that was the possibility to go to university and eventual be independent something that was complete denied in the UK
