Despite defending that tolls on the A41-CREP (Circular Regional Externa do Porto) should be abolished, the CDU urged the Government to exempt, for one year and on an experimental basis, tolls on the respective motorway, between the junctions with the A1 and A4, and monitor the impacts of this measure, with the aim of presenting a report with the results of the impact.
For the CDU, Rui Sá stated that the abolition of tolls on the A41-CREP "is necessary, but not sufficient" to solve the VCI problem, defending the adoption of other measures, such as the installation of emergency means permanently affected by the VCI.
In response to the deputy, the mayor of Porto, Rui Moreira, agreed that removing tolls from the A41-CREP "by itself does not solve the problem", but that implementation will have a significant impact on the VCI, where vehicles, especially heavy ones "cause immense problems and huge accidents".
For the independent movement, deputy Raul Almeida argued that the VCI problem "can only be resolved by removing heavy traffic" and, subsequently, with the creation of "dissuasive measures", such as the application of fees, which are initially intended for heavy transport of goods.
