According to order no. 10646/2023, the working group “is responsible for evaluating the technical and regulatory conditions that enable the future change of traffic distribution rules in the Lisbon region, in order to transfer AHD's executive aviation (Aeroporto Humberto Delgado) to the AMC (Aeródromo Municipal de Cascais), and to define the measures and means necessary to achieve this goal”.
Consisting of five members, this group is coordinated by João Pedro Brilhante da Silva and Mariana Braz Carvalheira, specialist technicians from the Infrastructure Minister's office, now have six months to present “a plan with the implementation of the necessary measures, works and procedures that guarantee the effective movement of executive flights from AHD to AMC”.
The group also includes Jorge Roquette da Silva Cardoso, assistant to the support office for the municipality of Cascais; Sylvia Christina Mateus Pereira Teixeira Lins, head of the department representing the National Civil Aviation Authority (ANAC), responsible for defining the procedures applicable to obtaining and/or maintaining certifications for airport infrastructures that ensure the safe operation and movement of aviation executive; and Rui Pedro Soares Dias Marçal, director of Information, Aeronautical Procedures and Quality of Air Navigation in Portugal - NAV Portugal.
Members of the working group are not remunerated and may be accompanied by technicians from the entities they represent.
Its mission is to survey the current and prospective situation of the AMC in terms of capacity, use and certification of airport infrastructure and evaluate the volume and profile of traffic to be moved, the respective operational impacts on one and another infrastructure and the conditions of the AMC to accommodate the intended relocation of civil aviation, including the identification of investments considered necessary for this purpose.
It is also intended to point out the measures and actions to be adopted by the various entities involved in operationalising the movement of executive aviation from AHD to AMC and to present the technical solutions that allow this, in accordance with legal and regulatory requirements.
In the text of the order, signed by João Galamba, the need to move executive aviation to the AMC is justified by the “significant constraints currently existing at Humberto Delgado Airport”.
The ministry also highlights “the relevance of the role of the country's aerodromes within the framework of the national aeronautical system”, considering that “the objective of greater efficiency in the organization of air traffic will only be possible with a very strong decentralized investment in numerous aerodromes” in the country.
“[…] the AMC has a passenger terminal with the necessary services and equipment to guarantee the safety and comfort of passengers”, he emphasizes, also pointing out “the relevance of the investments already made by the municipality of Cascais in the AMC, right from the start airport, the fire station and the new control tower” and “the need to make investments in terms of the parking apron and the 'taxiway', the extension of the runway and in terms of accessibility to the aerodrome”.
In this context, he maintains, “it is crucial to create synergies in order to assist and coordinate all interested parties in this redistribution of air traffic, promoting, in a harmonised manner, the obtaining and maintenance of the necessary titles for the safe use and full functioning of this airport infrastructure ”.
Not João Pedro Brilhante da Silva but ‘nothing’ brilhante is going to come out of this Ministry idea. These guys are just going from bad to allot worst. Rerouting to an Airport in the center of another immensely populated area? Rest in peace Cascais, Lisbon, Portugal rest in peace.
